SCI Parent Advisory Council for School Leadership

November 21, 2011

Attendance: Ross Martin, Kathy Andersson, John MacDonald, Pam MacDonald, Pat Ilchena, Bob Welsh, Monica Biggar, Suzanne Suffield, Gladys Hayward-Williams

Call to Order at 7:05 pm by Ross

Approval of Minutes: October 17, 2011: Motion (2) by John, 2^nd Kathy. Carried.
Chairperson's Report: > On behalf of our parent council, Ross sent our letter to MAPC expressing our discontent about MAPC's refusal to accept our 2011 proposed resolution regarding transparency of meeting minutes. > On November 15, Ross attended the second Bus Community meeting held by the Transportation Department. Discussions continue surrounding grandfathered students and enforcement of the 1.6 km rule. Beausejour and Powerview areas now holding community meetings. > On October 25, the Fall DPAC meeting was held out in Beausejour. Ross, Kathy, Pam and John attended the meeting and found the information presented to be worthwhile. > Sunrise School Board will be holding it's budget meeting on December 1.
Principal's Report: > Wednesday, November 23 is WE Day Conference at MTS Centre. 72 students and 5 staff will be attending. November 25 is a PD Day. November 30 is Band Concert. December 5 is Jazz Concert. December 7 is Pancake breakfast. Proceeds from the Pancake breakfast go towards purchase of Christmas hampers. December 8 is Voluntary Withdrawal Date. December 22 is last day of school with 2:30 early dismissal. > Pat handed out the SCI 2012-2013 Maintenance Requests list and reviewed the items with the PAC. > Per Suzanne, Kids in the Know presenting on November 28 to Grade 9 students about Internet safety. > Suzanne talked to Orest Deneka, Principal at SMS, about finding a mutually convenient date for presentation on Internet Safety to both SMS and SCI Parent Councils. Graham Milliken, Canadian Center for Child Protection, will be the presenter. Date to be set in January or February, 2012.

Student Council's Report: No new information.
Correspondence: > Motion (4) to receive and file magician information by Pam, 2^nd Kathy. Carried. Motion (5) to receive and file MAPC Fall newsletter and registration form by Kathy, 2^nd John. Carried. Pam communicated the decision to nominate an SCI teacher for the Manitoba Excellence in Teaching Award in Fall, 2012.
Business arising from Minutes:

Field of Visions: > According to Kathy, next meeting on 28^th. The group is still moving towards hiring a professional fundraiser to begin on January 1, 2012
SPPA: > According to Kathy, Peak of the Market fundraiser just finished. Unofficially, $5,000 in product sold between SMS and SCI with a 45% profit to the individual student accounts. > December 14, 15 SMS Concerts. >Manitoba Community Services Council notified Kathy that her grant will be reviewed on December 13. > SPPA has been chosen by the Grade 12 Business class, to receive the benefit of their hard work, as charitable organization. They will be planning a dinner in April, 2012 with SMS and SCI Jazz bands and Vocal Jazz performing. The proposed feature entertainment will be Jetstream, from the Royal Air Command Band.

New Business:

Ideas for engaging parents in 21^st century learner's brain: Bob has approached the learning teams associated with 21^st century learner's brain and they'd like to make a presentation to our PAC about what they've learned. Date to be set sometime in March or April, 2012. > We asked about reading material we could research and were pointed towards Time Magazine and National Geographic. Pam will research articles and write a small article about what we've learned to be included with the next school newsletter.

October 17, 2011

Approval of Minutes: September 26, 2011: Motion (2) by Pam, 2^nd by Jodi. Carried.
Student Council's Report: Student Council Representative position is still open, however, Ross did have a report from Faith Gushulak, Grade 11 Student Council Representative, that the student council was working on Halloween dance and speakers for this year. Magazine fundraiser information went out today.
Chairperson's Report: >Ross has visited the Oakbank Credit Union to have his name added and Donna Walby-Lawson's name removed as signing authority. >Ross attended the Bus Community meeting held by the Transportation dept. The enforcement of the 1.6 km rule caused significant backlash so it was dropped for this year. Community meetings are being held to reach a solution for next year. Problem with grandfathered students. Looking for solutions. November 15 is follow up meeting.
Principal's Report: > 6 trustees visited school today for walk around tour to see changes that have been made. >Pat discussed additional changes that will need to be made to the school, ie. Power mech room, Grooming room area, Science labs upgrades. >Bus garage might move to Beausejour leaving empty building for high school to use. >Monica presented the SCI Staff Learning Team Plans for 2011-2012. The two main goals include 1) Developing skills that enhance lifelong learning and student understanding of learning processes and strategies and 2) Developing a more positive learning environment through a focus on promoting tolerance, a culture of caring, and improving the sense of belonging and inclusion in the school. She also discussed student activities related to the school goals. The classroom that we were in gave some concrete examples of some of the learning processes used and the student's outcomes. Monica left the door open for future discussions surrounding the Learning Team Plans. >Pat revised the number of students enrolled at SCI to 609 students.
Treasurer's Report: Kathy stated our balance has been $240.34 for the past 6 months. Motion (3) by Kathy to accept report, 2^nd by Pam. Carried. Parent council has received it's annual $125 from Sunrise School Division.
Correspondence: > Thank you notes received from band scholarship recipient and Field of Visions representative. > Thank you notes made out to prior year's executive council members that have stepped down. > Excellence in Teaching Awards were forwarded to Executive meeting.
Business arising from Minutes:

Field of Visions: > AGM held with election of officers. > Motion (4) to make Kathy SCI's parent council representative for FOV by Pam, 2^nd Jodi. Carried. > Board has approved Mr. Ostler and students to hire professional fundraiser. > Next meeting on 24^th.
SPPA: >AGM has been held. >Peak of the Market fundraiser started today. Concert dates have been set for SMS but working on for SCI. To be announced. > Kathy has submitted grant for stage lighting.
Learning Teams direction: See above under Principal's Report.
Lunch Monitor Update: Down to 2 full time and one part time workers.

New Business:

Membership in MAPC: Motion (5) to move to Executive meeting by Pam, 2^nd by Kathy. Carried.
Review of Divisional Code of Conduct meeting: Kathy and Bob attended. The meeting was a recap of what teachers, administrators, parents and students have been saying. This will be taken forward to Board of Trustees. Kathy believes the parents concerns were accurately captured. Kathy asked Wayne Leckie, superintendent, what the next step would be. The recommendations will then be forwarded to the Board of Trustees.
Survey results: According to Pat, Wayne will use the information to obtain divisional data and to help specific schools with specific issues identified by the survey. SCI has generated their own survey for it's students. The ProActive report wasn't very helpful for SCI specifically.

Principal's Report: > Pat told us that the number of students is down to 630 from 680 last year. > A number of improvements were made to the school over the summer including roof repairs, brick pointing, hallway lighting improved, rooms and exterior doors painted, front entrance overhang reduced in size and new lettering out front. > The school board's budget process has started. Our letter to the school board requesting school improvements will need to be prepared before December. > Important dates: Sept 29: Meet the Teacher and Awards Night; Sept 30: EIS Data Collection date; Oct 3: Divisional Code of Conduct 1-4 pm at the Education Centre; Oct 5: Interim Reports sent home; Oct 7: Divisional PA Day No School; Oct 10: Thanksgiving No School; Oct 19: Picture Re-Take day; Oct 27 School Dance 3:30-6:30; Nov 2: Mid-Term Reports sent home. > SCI website is moving back to divisional platform. > The Learning Teams have just started meeting. Pat says that in October he'll summarize the team's directions.

Chairperson's report: > Donna explained to the administration about our proposed resolution to MAPC, MAPC's refusal of our resolution and our meeting with Marilyn Kolody of MAPC. > Donna and Doraine attended MAPC's AGM. > Donna communicated to SCI administration ACSL's position regarding smoking: 1) To close off the side fence opening and 2) to make the front east-side hall doors emergency use only.
Principal's report: > Body Image presentation proved to be a moving experience for student body. > Exam week scheduled for June 16-23. > Report cards come out June 29, 12:30 to 2:30 pm. > Graduation scheduled for June 28.
Treasurer's report: Financial report submitted for March 1- May 30, 2011. Motion (4) to accept by Kathy, 2^nd by Ross. Carried.
Correspondence: > Proactive survey received and filed. > Highlight of minutes from SSD Board meeting shared regarding SCI and FOV.
Business arising from minutes:

Board of Trustees Presentation of April 8, 2010: Ross, Kathy and Donna attended Code of Conduct meeting at SMS. They discussed bullying and how to deal with it consistently across the school division. Also discussed dress code for boys and girls. Also discussed the inconsistency between schools and teachers regarding the use of electronics, ie, cameras and cell phones. All Code of Conduct meetings are being recorded and information will be compiled for SSD.
Field of Visions: > SSD school board has approved FOV to proceed with securing corporate sponsorship. > SCI administration concerned regarding the volume of work involved with this project and has asked SSD to take financial responsibility for the project.
SPPA: >Concerts and BBQ's in full swing at SCI and SMS this week. > Group will be supporting the drama program at SMS with a bake sale. > SPPA will also be purchasing lighting equipment for future school concerts with pancake breakfast fundraiser on Sat. June 18.
MAPC Resolution: 5 motions were made and passed via email by the executive board:

> Motion (5) made by Ross, 2^nd by Kathy to submit to MAPC Board Members the following documents: 1. SCI ACSL's originally proposed resolution; 2. MAPC Board's response to SCI resolution; and 3. Letter to MAPC regarding our response to MAPC's denial of resolution. Carried. > Motion (6) made by Kathy, 2^nd by Ross to submit the same three documents to the SSD Board of Trustees including a cover letter. Carried. > Motion (7) made by Ross, 2^nd by Kathy to have Donna and Doraine be the two SCI ACSL representatives to MAPC 2011 AGM. Carried. > Motion (8) made by Kathy, 2^nd by Ross to forward a list of characteristics that the SCI ACSL would like to see in any potentially new administrators to Wayne Leckie. Carried. > Motion (9) made by Kathy, 2^nd by Ross to submit a letter to MAPC board accepting their invitation to meet with them after their June scheduled Board meeting. Carried.

Lunch Monitor Update: Bob said there is a young lady that is substituting right now but probably won't be available starting September, 2011. School is working inconsistently with 4 people and, therefore, is still looking for more help.

10.) New Business:

School Planning Meeting: John asked administration if parents could be a part of yearly planning meeting. We're looking for a way for parents to more effectively plug in to the school. We request for administration to communicate to ACSL the school's direction and then we could see how parents can help administration meet their directional objective, with student's assistance. Pat will brainstorm with learning teams to see what possible opportunities there are and communicate with us in September, 2011.

April 25, 2011

Call to Order by Donna Walby Lawson at 6:35 pm.

Approval of Agenda: Note: At 6:35 pm, we did not have enough members in attendance to constitute a quorum as there were only 2 voting members present. No motions can be made without a quorum. We were unable to make a motion to approve the agenda.

Principal's report: >Spirit week going on this week. April 28, 29 will be the 30 hour famine. May 3 will be the Social Awareness Film Festival. Body Image Presentation is scheduled for May 12. May 25 is Jazz Concert. June 1 is Band Concert. Girl Talk lunch sessions are being put together by Ms. Suffield and Ms. Lim.
Treasurer's report: No report.
Correspondence: Pam shared emails forwarded to PAC about 1) Andrew Dunn walk and 2) request for gently used grad dresses. PAC also received fundraising brochures from Dieleman, the monthly bank statement and the Book of Reports for the upcoming MAPC AGM.

Board of Trustees Presentation of April 8, 2010: No new information.
Field of Visions: No report.
SPPA: No report.
Revisit Smoking Area: We again discussed the issues of 1) moving the smoking area from it's current location at the front corner of the school and 2) underage smoking. After much discussion, it was decided that the executive body of parent council should meet to document our position regarding 1) location of smoking area, 2) monitoring under-age smoking and 3) informing parents on resources available for smoking cessation. We hope to present our position to the administration in the fall of 2011.

10.) New Business:

MAPC resolution: PAC received a letter from MAPC declining our resolution because it did not meet MAPC's criteria. We will be drafting a letter to MAPC expressing our understanding that we will be given the opportunity to discuss this further at the AGM with all of the members of MAPC.

6.)Principal's report: >June, 2011, SCI will be celebrating it's 50th birthday. A celebration is scheduled for September/October, 2011. A committee is being set up of teachers, administration and community people. Pat would like the parent council to help as well.
7.)Treasurer's report: >No interest was received this month keeping our balance at $510.34. Motion (4) to accept by Ross, 2nd by Pam. Carried. >Budget items discussed: Donating $170 to Springfield Parents for Performing Arts to fund one student's scholarship to Manitoba Band Association, Motion (5) by Ross, 2nd by Pam. Carried. >Donating $100 to Field of Visions, Motion (6) by Ross, 2nd by Pam. Carried.

Board of Trustees Presentation of April 8, 2010: No new information.
Field of Visions: No report.
SPPA: Organization is looking for scholarships in the community. Letter has been prepared and sent out by Kathy Andersson and Loretta Steinbart.
Rachel's Challenge Banner: Now hanging up in the library.
Revisit Smoking Area: We've asked the administration to look into changing the location of the smoking area from the front corner of the school to another location. According to Pat, a group was commissioned last year, to find a new smoking location from the back of the school, the previous smoking area. The group determined the front corner of the school to be a better location. He also pointed out that changing the location will not stop the underage smoking problem because there won't be anyone policing the smokers. Ross pointed out that no one is supervising it now. He also pointed out that cutting a hole in the fence to allow smoking off school property may be legal but was not, in his opinion, following the intent of the Department of Education, to ban smoking on school property.
The issue was left unresolved.
Status of Peer Support Groups at SCI: Ms. Suffield said it hasn't started rolling like it has in the past.
10.) New Business:
AFM Worker: Pat says we're not going to get one this year. We'll need to use our social worker, Ryan Neufeld, for AFM support. AFM resources are still available in Beausejour and the city.
Update on SSD budget improvements to school: Pat updated the PAC on improvements planned by school board.

Student Council's report: Cassandra Kiernicki emailed report: In the past month, student council has sold flowers and match markers for Valentine's Day. Future events include wear green for St. Patrick's day, Spring Carnival and Spirit week.
Chairperson's report: >Donna attended Chairman's breakfast hosted by MAPC at the end of January. Topics discussed: how to more effectively communicate amongst the various PAC groups using emails in order to support each other and share ideas. >Donna invited Zig Thiessen's art students to display their art work at public library. She's received positive response from community.
Principal's report: > School budget being finalized for the 3^rd of March. SCI is in a reduction mode due to the decrease in number of students (about 40 students). SCI will experience 1.35 FTE (full time equivalent) reduction. >Pat passed out the Divisional Survey results from Wayne Leckie. He asked that the information not be reviewed in an isolated fashion. The information will provide the school the opportunity to gather more in-depth information. >Monica Biggar discussed the Healthy Together Now Grant Application which will give $80,000 to Sunrise School Division (SSD) with $11,000 coming to SCI. The money will be used in 3 areas: The Healthy Schools hot lunch program will continue; a dance instructor will be hired to increase physical activity; there will be a presentation on body image (also sponsored by student council). >Kevin Kitching put on Urban Plunge where he took students to core downtown to volunteer and see how those with less advantages are living. >Fair Trade project with the social justice committee included a speaker presentation. >Upcoming dates to note: March 4, Springfield Youth Parliament; March 9, interim reports for at risk students; March 10, orientation night: 6-7:30 for post secondary education and high school graduation, 7:30 is grade 8 orientation; March 12, business class participating in Free Ride, fundraiser for Field of Visions (FOV); March 18, PD Day, no school; March 24, Course registrations are due; March 25, last day of school before Spring Break.
Treasurer's report: Kathy reported we received $.01 interest bringing our balance to $510.34. Motion (3) to accept by Kathy, 2^nd by Ross. Carried. >Kathy proposed some of the funds be used for FOV and music scholarships. She asked that we brainstorm ideas for next meeting.
Correspondence: > We discussed various emails received by SSD. >Pam shared the findings from a report on parental involvement. Monica asked that those finding be shared with the school newsletter committee for inclusion in the next newsletter. Motion (4) by Ross to receive and file all info except MAPC info and Evidence on Parental Involvement, 2^nd by Kathy. Carried. Motion (5) by Ross to have Evidence on Parental Involvement sent to school newsletter, 2^nd by John. Carried. Motion (6) by Ross to have two members sent to MAPC AGM with PAC paying their registrations fees if requested, 2^nd by John. Carried.
Business arising from minutes:

No new information regarding Code of Conduct committee.
No new information regarding lunch monitor update.
Field of Visions: Kathy said the students have presented twice to the Board of Trustees to explain the purpose of FOV. In their second meeting, they asked to hire a program leader to organize and coordinate the required effort to move forward. The project is now estimated to cost $1.5 M to $1.8M. The Board and SSD will need to spend some time processing information.
SPPA: Kathy said they've been using with a Bingo Bowl fundraiser to sponsor camp. Next fundraiser is Donelli pizza. Their next meeting is March 4. They looked into inviting the Canadian Brass, which is scheduled to come to Winnipeg, to visit SCI. Unfortunately, due to contractual obligations, they can't come. However, students were able to watch a dress rehearsal of the Canadian Brass.
Rachel's Challenge Banner: Currently, it's in Principal's office. Donna asked that it be displayed now, while student's who had signed the banner were still in school. Pat would like to coordinate with a Student Council activity, like the Body Image presentation, and would like it to hang in school library.

10.) New Business:

Youth Anti-Smoking Program/ Smoking Area: Per Ross, with Province legislation prohibiting smoking on school property, he doesn't believe students should be allowed to use smoking area. Also, the door that they are using to come back into the school is automatically locking, and smokers are using inappropriate language to intimidate students to open the door for them. Ross feels we are enabling smokers to smoke and wants students completely off school property and fence should be closed off so smokers can't smoke there. Per Pat, all high schools have smoking areas off school property, including SCI, and if students go into the community to smoke, it is still the school's responsibility. Parents of SCI and the municipality of Springfield chose the smoking area where it stands. Per Kathy, the area was supposed to be monitored with reports back to the administration, but no reports have been coming. Per Pat, the current location is the lesser of two evils: It is off school property and it's available for supervision.
Proposed Resolution for the Members of MAPC: Doraine Wachniak drafted a proposed resolution for the members of MAPC to vote on at their next AGM requesting that all minutes of both Board and Member meetings, with the exception of in-camera proceedings, be available to MAPC members. Motion (7) by Kathy to submit the proposed resolution, 2^nd by Pam. Carried. All voting was done via email. The resolution was then emailed to MAPC with email confirmation of receipt.
Thank you notes were written and signed by the Executive for Zig Thiessen, Marijka Collier and Ryan Neufeld for their presentations to PAC in November and January.
Use of SCI phone office by students: Per Ross, he wanted to know why students are being requested to make a donation for use of office phone. Per Pat, the donations are going towards Christmas Cheer to curb student's abuse of office phone. Some students are using the phone to make social plans for after school. Pat said that if the phone needs to be used for an emergency, an illness or a change of after school plans, then no donation is being requested. Kathy said that the school should provide a school phone since taxpayers are paying for phone line. Pat asked for recommendation for school phone so that students are using it between classes to schedule social events. Kathy suggested a dedicated line be available for students to use like at SMS. John suggested student's use pay phone. Donna has a prepaid card for her daughter.
Child Abuse Registry and Criminal Records Check: should be done by all volunteers on an annual basis. If supervision is one on one or chaperone position, check needs to be in place.
Status of peer groups in SCI: no request made yet by students.

6.) Principal's report: > Grade 12 Standard Exams have started. They will continue for the next week. Final exams will be the last week of February. > Dates to note: Feb 4, Admin Day, no school; Feb 7, begins 2^nd semester; Feb 9, report card day; Feb 10, SCI is sponsoring a Blood Donor Clinic which is open to the public; Feb 21, Louis Riehl Day, no school. > In the past, Monica Biggar has been responsible for the school newsletter. The newsletter will now be done by a group of students led by Jonathan Hutton with contributions from administration. Any ads that need to be posted in the newsletter need to be given to Jonathan or Monica by January 20. > Student numbers have been declining year after year. (This information is gathered from the feeder schools.) It is predicted that in the year 2019, SCI will have 500 students. Next school year, they predict 660 students. Staffing resources will be affected but items in the school that affect Workplace Health and Safety shouldn't be affected by the decreasing numbers. > PAC enquired about the Rachel's Challenge Banner and about the possibility of putting it up in the school.

7.) Treasurer's report: Motion(3) to accept by Kathy, 2^nd by Pam. Carried. > Angel fundraiser brought in $110. Communication Grant received as well. > Discussion about school council's upcoming body image presentation. Monica said there was a website available at Teen Truth Live. The body image presentation will discuss steroid use and media perception of body image. It will consist of a 20 minute video and speaker presentation. Student council is checking with other schools to split the cost. No date set.

8.) Correspondence: > We received MAPC invitation to Chairman's breakfast. Discussion whether Donna will be able to attend. Possible conflict. Dorraine said she might be able to attend in Donna's absence. > Literature received for website called Fundraisingmagic.com. Motion (4) to file information made by Ross, 2^nd by John. Carried.

Board of trustees presentation: no new information regarding the formation of Code of Conduct committee by Wayne Leckie.
Lunch monitor update: According to Bob Welsh, someone was interested in the position and then had to decline. We still have 4 monitors including Rob who came back.
Field of Visions: > Kathy Andersson took 3 students to an in-service on capital campaign readiness. The group had a discussion around hiring a professional fundraiser. Students are looking into it. The students are presenting to school trustees this week.

SPPA: > First meeting held December 10 with 7 members on Board. The music directors at SCI and SMS are involved, fund raising coordinators have been found and band trips are being scheduled. > YouthSafe now requiring students travelling to hotels with swimming pool need to have a lifeguard as chaperone. > Post secondary scholarship is being looked into. > Gala fundraiser possibly in Feb, 2012 with wine and cheese and music playing. > Loretta Steinbart will be chairing during Kathy's absence.

10.) New Business:

Citizens on Patrol Program: According to Ross, this organization put on a presentation at SMS in December, 2010. Ross passed out brochure information that he received at that meeting. Ross would like to invite organization to SCI in March, 2011 to present information and to recruit volunteers. Grade 12 students able to assist. Motion (5) made by Ross, 2^nd by John.

4. Student Council's Report: > Next week is Spirit Week with a variety of activities and events scheduled to increase school spirit. > There will be a presentation in March, 2011 on body image. Cassandra has asked PAC for financial support. She's not sure of the amount required yet. The presentation price tag is around $1,000 but SCI is looking to split the cost with another school. Cassandra will report back as to the amount requested from PAC. > Candy grams will be sold in December.

5. Chairperson's Report: > The Executive met on November 16 to establish it's annual goals and objectives. > The Executive prepared it's annual budget letter to present to the school board. > PAC will be selling angels at the holiday concerts in December in order to generate funds that PAC will use to support students objectives. > Dorraine Wachniak has been added to the Executive as Community Member. > Learning forum was held at the school to provide feedback to school division. There were 10 to 12 parents present.

6. Principal's Report: > More information was provided about the Learning Forum: The division will be visiting 14 schools and talking to students, staff and parents in order to obtain feedback for the administration. 15 parents were invited to Learning Forum at SCI; 11 parents attended. > The ProActive Survey is complete. Pat said that 36 paper copies were received from SCI parents. The division is pleased with the percentage returned. Results should be available after Christmas. > Upcoming dates to note: Dec 1, Band Choir concert; Dec 7, Jazz Band and Vocal Jazz concert; Dec 2, PA Day; Dec 22, Early dismissal at 2:30 pm. > Christmas hampers are being assembled and a chili cook-off was mentioned. > This year's pancake breakfast brought in $550. > There will be a budget meeting with senior administration scheduled for Dec 13. > Pat asked that the budget letter written by parent council be modified in the following manner: Combine High Priority Item #4 and Low Priority Item #1 and list it as final point under High Priority. Pat has talked with Derrek Ryback and believes that the East Wing Renovation (Item #4, High Priority) will cost thousands of dollars. Public School Finance will need to assist the school division in making these renovations. The upgrades requested in the ventilation system of the Power Mech Area and Electronics and Graphics area (Item #2, High Priority) are high up on the list of things to be done. Motion (3) by Ross Martin for budget letter to be modified as requested by Pat, 2^nd by John MacDonald. Carried.

7. Treasurer's Report: > Communication grant of $125 sent Oct 25. No information received yet. > Motion (4) to accept treasurer's report by Kathy Andersson, 2^nd by Ross Martin. Carried.

8. Correspondence: > MAPC Newsletter, Fall 2010, handed out to everyone. > Chairman's breakfast scheduled for January 27, 2011. Donna will attend. > Also, the AGM is scheduled for May 6^th or 7^th, 2011.

9. Business arising from Minutes:

Board of trustees presentation of April 8, 2010: Kathy told us that the Divisional Code of Conduct committee is to be established by Wayne Leckie. Ross emailed Wayne to find out the status. Kathy to ask Wayne at tomorrow's budget meeting about the status. Wayne had said that the PAC would have a voice in the process.
Lunch monitor update: Bob Welsh told us that not much has changed. SCI still has 3 ladies and Rob is coming back next week. An ad was placed on the Sunrise School division website but no interest was generated. We've been asked to keep our eyes and ears open.
Field of Visions: Kathy told us that last Thursday, 21 students met at the Dugald library for a presentation on how to obtain donation plaques. They are meeting with various groups to obtain naming rights. An opportunity for the students to go to Parliament to present the document was also discussed.
SPPA: Kathy said the AGM met last week. New executive was elected. Kathy Andersson is chair. SMS concert dates will be Dec 15 and 16. Next meeting scheduled Dec 10 at SCI.
10.) New Business:
Ad Hoc committee to review constitution: Committee will meet in January, 2011. Ross Martin will chair.
Parental survey feedback: Expected in January, 2011.

Re: Budget Items for the 2011-2012 School Year

On behalf of the parents and the SCI ACSL, I would like to thank you for giving us the opportunity to present our prioritized budget items for consideration. We first must take this opportunity to thank you for all the improvements which occurred since our last presentation. All the improvements make SCI a more inviting and cheerful learning environment for students, staff and parents. Thank you for listening to our suggestions.

We have prioritized our budget items into 3 categories: High, Medium and Low. We have reviewed the ENDS policy to help us prioritize the items. Though our budget items include requests related to health and safety and the physical environment, student learning is our top priority. Our requests fall under E2, E2.1.2, E2.3, E2.4 of the ENDS policy. “Every student will be provided outstanding learning experiences in all academic subjects and the arts, to excel in music, sciences, technology and vocational education, learn in an environment that promotes healthy lifestyle choices and promotes a positive work ethic.”

High Priority:

Wireless Internet Service and Additional Smartboards. This would greatly increase student and staff learning opportunities in all areas. We are trying to provide the best, most up to date learning experience for our students, and to prepare them for their future, especially in technology.
Upgraded Ventilation System in the Power Mech Area and Electronics and Graphics area. In order for students to have a full learning experience in welding, an upgrade in the ventilation system must occur. The Electronic and the Graphic areas need better ventilation, so the students are not exposed to the fumes from soldering and other procedures which occur in the area.
Science Rooms Upgrade. There are several classrooms which require renovations to improve student learning. One example is the Chemistry room 37. The ventilation hood is located in a difficult location to demonstrate experiments. There is an adjacent prep room in which the teacher could work from and the student could easily see what he/she is demonstrating. There are several other rooms which also need renovations.
Security Camera Upgrade. There are areas which require cameras and the existing cameras are of poor quality and require an upgrade also.
North Exterior Wall / Front Entrance of SCI / East Wing Renovations. We understand there are issues related to the bricks, grouting and insulation of the north wall. The front exterior entrance of the school looks in need of an uplift also. It's important to have a pleasant visual entrance into any school. First impressions are lasting ones. In addition, at the time when the north exterior wall gets repaired or replaced, it would provide an opportunity to install air conditioning to the east wing, followed by upgrading all the classrooms.

Medium Priority:

Art Room Renovation. There is an area in the art room where a kiln use to be situated. This area should be renovated for a better use for the students.
Power Mech Work Benches. The benches are in need of replacement.

Low Priority:

Lighting in the Hall – West Side. We noticed the lighting in the halls on the west side is poor. There are also many ceiling tiles in need of replacement.

We feel the priority budget items listed reflect the needs of the students and school, rather than the wants. Thank you again for this opportunity.

Chairperson's report:

On Oct 13, Ross Martin, Pam MacDonald and Kathy Andersson met with Pat Ilchena and John McDonald, head custodian for a walk through the school for suggestions to school board on school improvements. The date of school board meeting is some time in December. A preliminary list should be prepared for board by the ACSL council.

As discussed during walk through with ACSL members, here's a list of SCI maintenance/upgrades requested for 2010: camera upgrade needed (2^nd year ongoing request); ventilation in room 29 and 33 (automotive and electronics); work benches in room 29; art room renovations; science room renovations; painting some of the classrooms; school front entrance remodel (low priority); Rooms 1-23 renovations including mill work, electric, ceiling (med to high priority); parking lot resurfacing; replace flooring in cafeteria (this summer?); heater covers; hallway baseboard replacements (this summer?); T-bar and tile replacement in west end hallways of school; southeast area boys washroom renovation; grooming room renovations and special needs; bricks on outside have grout fatiguing, problems with insulation, public finance looking into it. Kathy Andersson requested more picnic tables out front of school. Good project for school council.

Consent forms: According to Monica Biggar, since PHN is only located at Teen Links, and not on school property, consent forms are not needed. The AFM worker is operating without consent but Monica is checking with Wayne whether consent is needed. The social worker does need parental consent.
Board of Trustees Apr 8/10 presentation/ response: According to Ross, no action will be taken this year but hopefully new trustees will be taking action in Jan 2011.
Lunch monitor update: According to Bob Welsh, we had 4 people but are down to 3 so it's time to put some feelers out to find more people; Donna will put the word out with her library volunteers.
Field of Visions: Cassandra said executive meeting was held and council members elected; have approached some people to see if they'd like to get involved; Kathy said they have received in-kind donations like sod and are looking into government funding; also looking into donor wall; revisions were made to constitution
SPPA: Kathy said: Mr. LeClaire is stepping down; his position is posted. Applications are being reviewed; Kathy to prepare paragraph to be included in SCI newsletter looking for volunteers
Divisional day with David Warlick. Kathy asked if his presentation was available for viewing on-line. Video of his presentation was not made, but if interested, you can visit his website to see his visions of the future of education in the 21^st century.

Pam to communicate with Chris Schofield to add link in calendar about who's speaking at November meeting. Also, John suggested promoting the November speaker on the SCI website. Meet the teacher night, we had newsletters prepared but Pat's not sure how many were taken.

Grade nine first day went well as reported by Bob Welsh. Walkathon/ Terry Fox fundraiser generated 1800.00 towards school sport program. Student/Parent/Staff survey to go out soon. AFM worker-Wayne Leckie has a meeting May 26/10, he will get back to the ACSL with recommendations, funding for worker needs to be clarified.
Dress Code -ACSL feels a more specific policy is needed. Monica Biggar voiced that students should be able to present their individuality. The teachers and administration will continue to monitor that students dress appropriately for school.
Parking Lot-Pat has spoken with maintenance.

New Business: Canteen fund approx. $6000.00 went towards volleyball equipment and funding various student activities.

Business Arising from Minutes:
SADI program update-Teen Links moving to The Basement Feb.2010, presently still renovating. ACSL continue to question why SCI the only high school in Sunrise to require consent forms to see PHN? The location of Teen Links should help students seeking support and healthy choices information, more convenient access with new location.
Lunch Monitoring- SCI utilizing present monitors to fill the 7 hours allotted by school board, from approx. 11:15-1:30pm daily. SCI administration will continue to advertise for more lunch monitors. Mike and Chris Szun to follow up with contacting seniors who might be interested.
Peer Support/FOR Club/Culture Club: Student group leaders not available to present to ACSL, therefore Monica Biggar gave very well written report on how the school is trying to promote a positive learning environment. ACSL questioned how the students seek out help from the Peer Support, and would like to see these students introduced to the Grade 9 students at the beginning of the year, and to be more visible, Monica stated that the teacher in charge of this Peer Support felt that some of the students would rather not be recognized, and are in this student group for educational benefits, Mike Lawson and Eric Andersson to talk to the teacher involved in this program and to provide feedback at next meeting.
Field of Visions: Mike Lawson reported that Ron Schuler MLA has offered to mail out, advertise the upcoming fundraiser, also has attached a donation card. Fundraiser Dinner on Feb.20th at Beasejour Legion ($65.00/ticket).

Policy and Procedure update- No information available for meeting. Tabled for next meeting.

Jersey and Award wall: Monica Biggar stated that due to the painting of the foyer over the summer months along with fixing some of the plaques etc. there has been a delay, but is planning to have these items up soon.

Appreciative Inquiry – Wayne Leckie explained the process by which the school board uses to facilitate improvements around learning, building a plan around what is working well, and implementation of ideas.

-PHN-consent forms to be part of Registration package. Christine Brooks has set up a meeting with Caroline Smith, Monica Biggar, and other members of NEHA in January, to discuss the vision of this program.

-FOR Club-Peer helpers, Bendigae attended Suicide Prevention Conference, inclusion of special needs students, promotion of school spirit- Banner to be put up in view for the students, student leaders to present to the ACSL in the future.
-Lock down safety concern- exterior door repair complete. Pat Ilchena reported that during drill- no sight lines identified. Outside windows identified as possible risk during a lockdown.

-Smoking area-moved further south to help resolve issues with neighbouring business owner, and to announce when a funeral is taking place to help remind students to not loiter, traffic issues continue to be a concern brought forth by council.
-Thank you to Kathy Andersson for donation of microwave and cart.

-Field of Visions-Mike presented- construction proposed to begin Spring 2010. Feb.20/09- Fundraiser Dinner and Dance with a concert by Harlequin. More information to follow.

-H squared – local business interested in putting healthy snack choices in school, Mike to arrange meeting with Chris Szun.

Presentation by Leslie Standlund from Survivors Hope Crisis Centre. This is a program that is part of NEHA, it runs workshops within the Sunrise School Division as part of the Health Curriculum in Grades 10&12 .The workshops are to help educate teens about topics such as identifying healthy relationships, harassment, relationship violence etc. After further discussion the ACSL and SCI Administration agreed that this would be a very beneficial addition to our Health curriculum. Pat Ilchena to look into setting up program for next semester.

Student Council Report: Rachel’s challenge was well attended by students and the community, thank you to The Kinsmen for their bbq donation for this event. The FOR CLUB had approx.75 students in attendance and will meet next week to work on providing a student support group. For Halloween SCI students along with the help of Mr. Kitching-collected 1200 non perishable food items to donate to the local food bank. Grad pictures- Nov.17th

Principal’s Report: Nov.14th was Take your Kids to Work for the Grade 9’s. Nov.10th Remembrance Day Service. Newsletter went out by e-mail and also with report cards-Mrs. Biggar has been working on this, it was well received by the Parent Council.
Mrs. Biggar also spoke on the responses to the presentation by the SCI Administration (Oct.5 PAC meeting), as well as she discussed how the SCI Administration deals with the behavioural issues, including bullying. (Please see Code of Conduct on the SCI Website).
SCI Student Council and Peer Helpers has developed a FOR CLUB that is working on school goals ,as well as enhancing a more positive, healthy school environment. Donna Pronishen asked if perhaps this group /teachers would be able to present their plan to the Parent Council and perhaps have parents included in this process- Monica Bigger will extend this request to the team leader (Mrs. Carriere), and will get back with a response to the ACSL.

Lunch Monitoring- presently have 4- 1 hour lunch monitors, SCI has funding for 7, discussion about options with Wayne Leckie- he mentioned looking into the wording of the contract to perhaps not be so strict in saying lunch hour monitoring, at this time,SSD has to follow the guidelines of this contract? Also mentioned was to have a split lunch hour to get around this-SCI administration stated this would be an extremely difficult task due to the complex timetable, and some courses may be unavailable to students. PHN consents 215 consents total from last year as well returned, 19 of which were “no” out of 731 students; consents are only valid for 1 year. Drug and Alcohol Policy- SSD basically uses their “Code of Conduct” for this issue, Wayne Leckie along with the Trustees are in the process of reviewing SSD process and policies. AFM part time worker- in the ACSL top priority budget submission. Smoking area –Pat requested this issue be reviewed by subcommittee again, will contact Caroline Smith, issue tabled. Teacher Rep.-ACSL thanking Scott Faris for volunteering.
New Business:
Communication to parent- positive response from parents in regards to newsletter, e-mail etc.Suggestion made that perhaps Mrs. Guenther could use the synervoice in order to reduce the amount of time used to communicate to the German speaking families. Safety concerns during lockdown- a parent brought forward a concern that there is a vulnerable area close to the computer lab that should be assessed by the administration, also Wayne Leckie mentioned that that they are in the process of also reviewing this policy and procedure, Pat Ilchena to look into this concern and get back to the parent council. Microwaves- Shaun Brooks has access to donated microwaves and will pass a few along to SCI. Wellness Centre- Donna Pronishen discussed previous letter submitted by the tri- school area. Motion (3) Kathy Andersson moved that letter to the RM be resubmitted prior to council meeting on Nov.19.2nd by Caroline Smith. Carried.

1.) Call to Order: Chair Gary Walker called the meeting to order at 7:05pm.
2.) Annual Elections: Due to previous commitment, the Annual Elections would be held immediately, Motion (1) Kathy moved, Donna seconded. All in favor, carried. Annual Election: Therefore introduction of MAPC reps, Naomi Kruse and Marilyn Kolody made by Gary. All previous council members with the exception of Roxanne LaPointe let their names stand for the 2009/2010 school years. Donna Pronishen along with Ross Martin put their name forth to join the SCI ACSL. Gary thanked the MAPC reps., and welcomed Donna and Ross to council. The ACSL will decide amongst the council the appointment of the various positions.
3.) Chairperson’s Report: Gary spoke encouraging words and appreciation towards the Superintendent Wayne Leckie as well as towards the Administrative Staff of SCI, thanking them for all their hard work last year. Gary went on to review a few of the positive changes that took place last year i.e.: implementing the no smoking policy, an increase to lunch monitoring was put in place mid-term, budget submission for improvements to the school, and supporting the students to make healthy choices. Gary also mentioned that a letter was sent to the Superintendent as well as Pat Ilchena in June, thanking them for their support, but also to review some of the issues and expectations that the ACSL want to pursue in the new school year. The ACSL would like to see an ongoing commitment and plan to eradicate bullying, improve communication with parents and students, by utilizing the school website, trevlac and synervoice, promote and utilize available services to their full potential i.e.; Public Health Nurse, and to expand our Peer Support services. Question about the number of lunch monitors available to the school, Chris Szun explained that SCI has funding for 7- one hour lunch monitors, so far the school has only 3 employed, SCI will continue to advertise for employment into these positions.
4.) Treasurer’s Report: Donna Walby Lawson submitted a certified and audited report. 2008 balance $613.71, interest 0.46, Sunrise School Division credit $125.00= balance $739.27, SCI Clipper advertisement for last year $40.00, therefore the closing balance as of Sept. 2009 is $699.21. Motion (2) Nikki moved, Gary seconded to accept Treasurer’s report, all in favor, carried.
5.) Approval of Agenda: Motion (3) Gary moved, Kathy seconded to accept Agenda, all in favor, carried.
6.) Student Council Report: Mike Lawson reported that the Student Council kept in touch through the summer to do some planning for the upcoming year, Mike presented council with a report as follows. Grade 9 day- Student Council was available to welcome the Grade 9 students on their first day. Free Freeze Monday- gave away freezes at lunch, Mike mentioned on the most part, student were very mindful of not littering. Selling of SPC cards $8.50 price, profit $2.50 all going to SCI Student Council, discussed the need to better advertise that the extra funds go directly to the Student Council, a definite selling feature for parents. Magazine Fundraiser- Sept.23 – Sept.30, proceeds go to Student Council, prizes for top fundraisers are laptop, or an I pod touch. Road hockey tournament- planned for end of September in the bus loop. E-mail for SCI Student Council president for better communication. Student Council is looking into getting gently used or new couches for the mezzanine area. Rachel’s Challenge presentation tentively planned to be at SCI on Oct.28/09, an evening event planned for the parents and community to attend. Student Council donating $3000.00. Discussion about the importance of advertising this event (Futures in Business class in charge of marketing). Rachel’s Challenge. Donna Pronishen mentioned getting community sponsors, since this will be a community event that includes SCI along with other schools in the area. Also suggested, was to perhaps have support available at the school the day of this event due to the sensitive issues that surrounds this presentation. Monica reassured the council that there would be counselling available after the presentation. Discussion about reinforcing with parents the importance that all students attend this presentation, Monica did mention that some “at risk” students may want to opt out, and that a parent note would then have to be submitted to the administration. Budget submission-Student Council requesting that gravel be put on walkway leading to the front door as it is always under water. There was discussion about the municipal property in the southeast corner of the parking lot, that perhaps with the RM. of Springfield involvement, that perhaps this could be made into a path as students are using this area as a walkway already. Due to time constraints it was suggested to put this forth as an agenda item. Motion (4) Kathy moved, Caroline seconded to put this issue as an agenda topic, all in favor, carried.
7.) Principal’s Report: Pat Ilchena discussed that the Synervoice activated Sept.15/09. Monica Bigger working on an electronic newsletter. Monica Bigger introduced the Public Health Nurse (Christine Brooks) she is available at the school every second Tuesday 12:30-2:30pm,and Teen Links at Kin Place Health Complex every Wednesday 2:00-6:00 pm, Christine explained her role within the school and the importance of all students requiring a signed consent by a parent or guardian prior to providing any type of service, other option is for the student to go to Teen Links- no consent necessary, this may be a problem, 85% of students are bussed to school, Monica Bigger to look into whether a new consent needs to be signed each year, or is the consent valid for four years? Christine mentioned that she is working very closely with the student council, and is presently working on a website. Discussion about how to get this information out to students and parents- morning announcements are made, Peer Support to be used, Christine will be part of the Family Studies and Health classes. Further discussion about the “consent form”, Wayne explained that this was brought in by the Sunrise School Division; some parents in the audience were not in agreement with this due to the fact that the students are not bringing the forms back. Motion (5) moved by Kathy seconded by Caroline, suggesting that the ACSL write a letter to Sunrise School Division to review this policy, and suggest an “opting out” consent may be more beneficial for our students. A suggestion was made, that this motion should perhaps include that the Public Health Nurse is in agreement to this motion. Therefore an amendment to this motion was made to include the endorsement by the Public Health Nurse. Moved by Kathy, seconded by Mike, all in favor, carried Maintenance work was done over the summer, hallways painted,6 exterior doors replaced, lockers (phase 3) to be replaced, IT items purchased, carpets replaced in 2 classrooms. School start up, population for this school year is 731 students, Donna enquiring about classroom sizes, Pat explained that for the core courses the average class size is 32 students. Some of the option courses a cap is put on, therefore the class size may be 14 students. Pat noted that in order to provide some of our options, it is important to maintain a fair size student population, otherwise we would lose these programs. Kathy questioned about “fire code”, Pat mentioned that SCI is at its maximum capacity, but in looking towards the next few years…community growth is showing that SCI population will be decreasing. Chris Szun reviewed H1N1, the Sunrise School Division met through the holidays, and policy and procedures are in place, staffs has been educated, students have already been educated in preparation for the flu season. Divisional Committee has been set up. Monica Bigger reported that she has been in contact with NEHA (North Eastman Health Assoc.) trying to get a AFM (Addictions Foundation) worker on a regular basis, Edward Schreyer School has a councillor full time, SCI would like to see this position as a job share with Edward Schreyer giving SCI a councillor part time. Christine has been in discussion with Jim McCarthy that perhaps “the basement” would be an appropriate location for an office to house these much needed resources in close proximity to SCI. Monica Bigger will give the ACSL an update on her discussions with Shelley Senkow (AFM). Hazing Incidents- 9 suspensions, also these students will be meeting with Pat –using these incidences as a learning opportunity for all the students, that this was very inappropriate behaviour. Parents in the audience were very pleased how this was dealt with by all administration, that this will hopefully set the tone for the school year,” restitution- an educational opportunity”. Kathy questioned if the administrative staff has done any planning in this regard? Pat Ilchena explained that, a survey will be done to indicate whether students feel safe at school etc, Peer Support is available, Rachel’s Challenge will be helpful, attempts made to have a welcome environment, education to staff to deal with incidents. Gary mentioned that the letter that was sent in June clearly stated that the ACSL wanted a comprehensive plan to eradicate bullying. Pat to have this ready for the next ACSL meeting.
ACSL would like to take this opportunity to thank Roxanne Lapointe for all her hard work as Secretary.

The SCI Advisory Council for School Leadership (ACSL) meet every month in the school’s library, please see the SCI Website (www.sunrisesd.ca) for the date and agenda items to be discussed. The ACSL is to represent the parents within the school community, all parents and community members are welcome to attend.

Some of our accomplishments this past year have been:
-Supporting the schools efforts to remove smoking from the school property.
-The amount of hours allocated for lunch monitoring was increased.
-Presenting a budget submission to the school board, requesting such things as structural improvements to the school, an increase to staffing, and student services.
-Developing various strategies to promote healthy choices, and to provide a safe school environment.
-Supporting our Student Council to promote school spirit.

Please join other parents, community members, and meet with the administrative staff in a relaxed atmosphere.

We will be holding our Annual General Meeting, including elections
on September 16/09, @ 7PM. in the SCI Library. Nominations will be accepted at the AGM or call Nikki Bertrand @ 853-7594 to submit your nomination.

1. Call to Order: Co-Chair Caroline Smith called the meeting to order at 7:03 pm.

Student Council Report: Gym Blast was held on March 18th by Youth for Christ (Stonewall) – well received by students – organizers said it was a good group – probably be done again next year – looking into a scholarship, in the process of establishing criteria – planning a Spirit Week in May – two Grade 9 students suggested salad dressing week (French, Italian, House, Western etc.)
5. Principal’s Report: Parent Teacher Interviews, April 23rd – spring turnouts drop by 25% - looking at having a Wellness Day for Grade 9 and 10 students on May 15th – presentations on drugs and alcohol, gambling and a third to be announced – “Dead on Arrival” is the focus for the afternoon – Pier Support Group is helping out with stations and presentations – Kathy asked about parental support/involvement, suggested info on the website for those parents who would like to get involved – Social Justice League for Grade 11 and 12 students, video presentation – Grad, moved venue from Fort Garry Hotel to the Convention Center – more expensive – finalized number is $46.00 per ticket which is lower than three other schools that are using the facility – not much fundraising done – Newsletter, PAC item got missed, Pat apologized – May 11, Drama Production to perform at the Franco Manitoba Cultural Center, featuring “Voice and a Nose for the News” - evening production open to the public – contact office for tickets – May 1st, clean the community drive with students and teachers – no plans yet regarding area.
6. Treasurer’s Report: anticipated balance $739.06 – Gary still needs to sign – received $125.00 from Sunrise School Division Communication Fund – still owing money to Donna for Clipper Article - Motion (3) Donna moved, Caroline seconded to accept the report as presented. All in favor, carried.
7. Correspondence: cheque for $125.00 received from the Sunrise School Division Communication Fund – Sunrise School Division finalized the tax increase for 2009-2010 – MAPC newsletter – April 9 Highlights of SSD regular board meeting – Karen Carey asked for feedback from PAC members on the Highlights info – received fundraising letter from CT Custom Meats and Fundraising – Caroline suggested giving the info to Mike for Student Council – MAPC conference May 1st and 2nd – Kathy is planning to attend on the 2nd and will bring info/report to the next PAC meeting – Nikki suggested the Divisional PAC meeting location, date and time be posted on the PAC Website, Roxanne will post the information.
8. Business arising from the Minutes:
a) Evaluation of Smoke Free Policy: (Pat) area got flooded and was pumped out – once the area is dryer the Student Smoking Committee will clean it up – crossing the lane to and from the smoking area looks to be managed – exit door/entrance issues are better with warmer weather – a couple of students have been sent home for not using the smoking area – Community Police are more visible within the school – Pat is happy with the smoking policy/area and will report to PAC if necessary in the future – Grade 9 students are advised about the smoking Policy/area each September.
b) Public Health Nurse Consesnt Letter: no longer an Agenda Topic as it was sent out with the report cards.
c) School Lunch Monitoring: Gary received a phone call from Paul Magnon, Assistant Superintendent advising him SCI had only 4 hours of Lunch Monitor Supervision time – ongoing to put in future budgets – extra time was not in 2009-2010 budget – Kathy reflected on Mr. Leckie’s info that some students could monitor at lunch – Pat informed all that he has advocated down every possible path to obtain more time – it was suggested to bring it to Divisional PAC – (Kathy) why hasn’t the late budget submission for monitoring been addressed? – Caroline will write a letter to the Board of Trustees.
d) Adhoc Committee for Teacher Recognition Award: see Student Council Report
e) Safe Kids Week: see Principal’s Report.
f) Rachel’s Challenge: (Pat) expensive but need to pursue – looking at teaming up with SMS for 2010 – Kathy will talk to SMS PAC – requested that Monica forward the info to Kathy and Mr. Denica – Monies from SCI would come predominately from Student Council.
9. New Business: (Caroline) concerns regarding the Grade 9’s entering high school – what kinds of support are in place? – because this age is so impressionable, perhaps there is a need to buddy the Grade 9’s up with an older student – (Pat) Grade 9 Teachers are key – they take courses to understand the age group – could look at buddy system/pier support – Gary asked for feedback from Pat and the Teachers at the next meeting.

Student Council Report: TV/Monitor in the main hallway is up and running with daily announcements, special events, pictures etc. – Gym Blast tentative date is March 16 – Blood Donor Clinic is March 9 – Ugly Sweater Day was ugly – Bring you own Mug Day went well – new couch for the Grade 12 area in the Library is still in the works – Monica spoke with Cathy Tymko, principal of the Edward Schreyer School, regarding the Rachel’s Challenge presentations that were given in Beausejour - reported to be a very positive presentation – the cost was $7,000 – Monica will be contacting Network 4 Change – in the preliminary stages.
5. Principal’s Report: (Pat) Student Registration Guide is ready – running sessions already – March 26th is the deadline for registration – High School Credits and Post-Secondary information session March 12 @ 6pm – Grade 8 Registration Orientation Session March 12th @ 7:30pm – met with Shelley Senkow and Ryan Neufeld and will be holding a Wellness Day in May targeting Grade 9 & 10 students – Kathy suggested Parental support on Wellness Day in May - will include date of next PAC meeting in a Synervoice as well as interim report dates and the deadline for registration
TREVLAC – staff will be able to use to query info and allow them to email school wide or individually (ie. School Newsletter, Class/Grade Events, communication between parents and teachers)

(Chris) Ms. Marie-Josee Morneau was the successful candidate for the position of the
Middle / Senior Years Program Leader – Tabatha Noordman has replaced her.
Mr. Leckie spoke about the program - What did you do in School today? - which is an
analysis of school perception by students – data collection by the Canadian Educational Association – info is obtained on how SCI students are responding to staff/team generated questions – this data can be shared with PAC once more is collected.
6. Treasurer’s Report: Balance as of March 2nd is $614.06 – Donna applied for the $125.00 from MAPC – signing authority not complete, Gary and Caroline yet to sign - Motion (3) Donna moved, Caroline seconded to accept the report as stated. All in favor, carried.
7. Correspondence: MAPC announced their Annual Conference – May 1st and 2nd with keynote speaker Kevin Cameron – (Motion 4) – Kathy moved, Nikki 2nd to put the Conference information on the PAC site. All in favor, carried.
8. Business arising from the Minutes:
a) Evaluation of Smoke Free Policy: (Pat) going well – area kept relatively clean – there are some issues with exit and entry into the school – encouraging students to use the front and back doors – (Mike) issues with some students crossing the lane and not watching for traffic – (Kathy) some kids may not be using the smoking area – no signs are posted regarding the School Division Smoking Policy – have parents been made aware of the Smoking Policies and the new smoking area – as per Pat and Chris there is info on the SCI Website.
b) Drug Awareness Presentation: See Principal’s report regarding Wellness Day.
c) School Lunch Monitoring: at present SCI is allotted 4hrs per day - Kathy asked about this at the Budget Meeting – apparently SCI has 5 positions at 1.5hrs and the use of Grade 12’s – Mr. Leckie reported that other schools do use Grade 12 students – the Division is looking into how the allocation of funding was decided – the goal is provide proper and safe supervision – students would require adequate training – if SCI has another 2 hrs to work with Mike suggested using multiple students as opposed to one or two.
d) Student Choice Award: (Mike) – the objective is to recognize the things a teacher does – had lots of positive feedback from Teachers and Students regarding same – Monica suggested a letter with signatures as opposed to a plaque – Mike will ask Student Council for input and perhaps form a committee to establish criteria
e) Student Credit for Volunteers: (Mike) ie. Student Council / Presentations / Pier Support / Youth Center – lots of students should get credits for their dedication – Monica advised that there is a Provincial Credit for Grade 9-12
9. New Business: Kathy attended the Budget Meeting – no change in the Mill Rate – very little monies to play with – lots of funds towards student programs – asked about Smart Boards, maybe if there is money at the end of the year – there is money allocated for SCI for new bleachers – Mr. Leckie reported it was a maintenance type of Budget.
- the article “An Opportunity of a Lifetime” in the Clipper regarding the Wellness Center was supported by 5 PACs including SCI – Mike emailed Donna Pronishen from the SMS PAC to see if the SCI Student Council could help – a survey was discussed with the Admin at SMS – Mike will contact Curtis Boughton regarding the survey that was done by SWARPC
- PHN (Gary) – PAC would like to support a program letter and consent forms with registration.

1. Call to Order: Chair Gary Walker called the meeting to order at 19:05.
2. Approval of Agenda: Kathy requested to add Lunch Activities under New Business 9b. Motion (1) Donna moved, Caroline seconded. All in favor, carried.
3. Approval of Minutes: Motion (2) Caroline moved, Nikki seconded adoption of the minutes for December 8, 2008. All in favor, carried.
4. Student Council Report: Upcoming Events – Ugly Sweater Day – Bring Your Own Mug Day - looking into buying a stereo for the cafeteria and couches for the Grade 12 area – discussion on parking plugs for students – Pat said it would be costly and that not all staff have plugs – AGENDAS - approx ¼ of the students use them – Monica stated that fewer would be ordered – Student Price Card (discount card) may be used as a fundraiser – looking for a
company to do Gym Blast at Spring Break - Candy Grams raised approx $50 – donated $100 to the Christmas Cheer Board – would like to invite the Father of a Columbine victim to speak at SCI – more info is needed and also need to team up with the Admin Staff because of the sensitive issues involved – Biindigeg Group monitor in hallway will soon be up and running
5. Principal’s Report: Exams start Friday, January 23rd – PD/Admin Day on Feb 2nd – second semester starts on Feb 3rd – working on registration guide for 2009-2010 – Grade 12 Psychology course is being researched as well as Grade 12 Business; they may not run due to conflicts with scheduling – looking at media courses to blend with content courses – very important that students take their time and put some thought into course choices and that they register before the deadline (mid March) – Louis Riel School Division presentation for the 2009-2010 Arts and Tech is on February 10 – Thanks to the parents for their efforts in establishing the smoking area – it has been a successful transition – it is used appropriately and is kept clean – there were lots of announcements regarding the new smoking area – students were also advised there was no need to loiter in the parking lot – received phone calls from parents of children in the Elementary School regarding the smoking area; concerned that their children have to walk through the smoke to get to school
– there is reduced traffic in the parking lot – Ryan Neufeld worked with Susan Suffield on the Manitoba Liquor Commission brown bag campaign regarding drinking and driving – Pier Support Group is involved in helping students make good decisions regarding drugs – Pat has communicated with Shelley Senkow (AFM) regarding a presentation on Drugs and Alcohol; this initiative is supported by the teachers – there will be an AFM information night on Drug Awareness hosted by a Hazelridge community member to be held at SCI; Kathy will get more information and email everyone with the details – report cards go home on February 5th.
6. Treasurer’s Report: Balance as of January 19th is $613.81 – Donna will arrange for the transfer of signing authority (Gary Walker – Chairperson / Caroline Smith – Vice Chair / Donna Walby Lawson – Treasurer) – still need to reimburse Donna for the SCI PAC meeting ads in the Clipper – there was no ad in the Clipper for this meeting, Donna will follow-up on this and place one for the next meeting – there are no issues with a transfers of funds to the Sabres Credit Union – Motion (3) Donna moved, Caroline seconded to accept the report as stated. All in favor, carried.
7. Correspondence: received a brochure on Signage from Image Signs – discussion on Trevlak (batch email communication) – Pat advised that staff and the Tech department were making progress – Gary received an email from Barb Zawada regarding the Program Leader position – Monica reported interviews were this week and that all applicants were internal so once the candidate is selected their position would have to be filled – Gladys informed all of the Springfield Youth Parliament on March 6 & 7 at the United Church in Oak Bank.
8. Business arising from the Minutes:
Late Budget Submission for an increase of School Lunch Monitors: Submitted for the December 18th meeting – Gladys reported that it opened up discussion at the Division meeting and it would be up for more discussion at the next meeting – formula based staffing would benefit SCI – Gladys will ask at the next Division Meeting to update or respond to the SCI PAC regarding this submission – Public Budget Meeting is Thursday, February 26th at 6:30pm at the Sunrise Education Center.
Submission of Grant Proposal: Regarding Gym Bleachers – Kathy had information on a grant which didn’t seem appropriate for the cause – need to gather more information on other grants – it was suggested to investigate a 50/50 grant with School Division dollars – Kathy will talk to Sean Brooks, who is involved with the Field of Visions, and update PAC at next meeting.
Bullying Presentation: Mike said it was very informative – he also covered self image and school etc. – should be done yearly – Robyn was unable to assist - Kathy attended and said Mike did an awesome presentation – very dynamic with power point – had the kids attention – Pat spoke afterwards – students showed a lot of enthusiasm with a student leader – Gladys heard positive feedback from Karen Carey who had attended.
9. New Business: Lunch Activities – Kathy stated that some kids are very bored in winter and was curious about what other High Schools do – at lunch the Band Room is full, there are intramurals, chess, yoga, Student Council and Teacher led activities – exam prep will take away from Teacher led activities – Caroline had information on Youth Support Services for Teens on the second Wednesday of the month with Public Health Nurse, Tracy Ward at Kin Place – this is funding related so attendance is needed – Tracy is at SCI every second Tuesday – information/permission letters went home with approximately 130 replies.
Teacher award submitted by students at year-end: suggested by Caroline to prompt school spirit – perhaps a plaque on Awards Day – students voting – Monica suggested recognizing different teachers every year – Gary suggested Mike take to Student Council for discussion – more discussion at the next meeting.

1. Call to Order: The meeting was called to order by Chair Gary Walker at 19:05.

2. Approval of Agenda: Motion (1) Donna moved, Caroline seconded. All in favor, carried.
3. Approval of Minutes: Motion (2) Caroline moved, Mike seconded adoption of the minutes for November 3, 2008. All in favor, carried.
4. Student Council Report: Fundraising events for the Christmas Cheer Board:
- Santa Candy Grams - Student Council matching the contributions/donations
- 3rd to 10th selling candy canes and chocolate goodies
- 11th and 12th picture with Santa - $1.00 per picture
Also playing Christmas music during the lunch hour – $1600.00 was raised for the Children’s Hospital at the 70’s and 80’s Dinner and Dance.
5. Principal’s Report: Christmas Events: students and staff are putting together 22 hampers for needy families in the community – December 9th Pancake Breakfast, money raised will
pay for the turkeys for the hampers.
Budget Request: a lot of money requested for Student Support Staff at SCI – want staffing in place so the student numbers in the core courses can be manageable – funding for maintenance is always a challenge for the Division - Budget will be finalized in March 09
- Mr. Leckie elaborated on the Budget and its breakdown- Chris Szun – discussed the exam schedule - Provincial Standards Tests (English, Math and Science) January 6-9, all other exams start on January 19th - the schedule will be posted the week of December 15th .
- Pat will be away for 7-10 days starting January 6, 2009 – Springfield Sabres High School Hockey Team will play a league game on December 17th at 1:30pm with all proceeds going towards the Cole Plaseski Scholarship Award.
6. Treasurer’s Report: Balance as of December 8th is $613.81 – Nikki and Donna are in the process of transferring the PAC account to the Sabres Credit Union – Diane Duma gave Nikki the SCI PAC Treasurers binder, which includes past statements and the cheque book, Nikki will in turn hand it over to Donna – the minutes will show we have the books - Motion (3) Donna moved, Kathy seconded to switch signing authority – new signing authority for 2008/2009 is Gary, Donna, Caroline. All in favor, carried.

8. Business arising from the Minutes:
Budget Submissions: Caroline briefly went over the topics – Mike reported on Student Councils proposals – Jani had questions/concerns regarding future plans for expansion to SCI or development of another school – Mr. Leckie advised there would be more long term planning with the School Board with regard to student population projections in the upcoming years – Kathy asked how much lunchtime supervision there was and stressed her concerns regarding the importance of more supervision – Pat reported there are two people covering two timeslots 11am-1pm & 12pm-2pm – Pat is limited because of funding and presently there are 4 hours of staffing time for lunchtime supervision – Gary suggested that Caroline add the lunchtime supervision to the Budget Submission as a late submission requesting it be returned to 8 hours of staff time or formula driven – Mike suggested that students supervise and as per Pat this is already happening, indirectly.
Smoking Policy /Drug Awareness Committee update: the committee met on December 2nd with students, Constable Doug Ashton, Public Safety Officer and Karen Lalonde – three options were presented – Option 1: move smoking area off school property to public property between the school and residences to the south of the School.
Option 2: move smoking area off school property to public property between the school and the Public Safety Office.
Option 3: NO SMOKING ON SCHOOL PROPERTY

All groups agreed on Option 2 with some alterations needed to the property fence to provide an opening for smokers further back from the public street – better monitored by staff and Public Safety Office – Pat stated that the students involved in this process were happy they were given a voice – Kathy has concerns as to how it would be monitored to ensure success– Melanie has provided Pat with Pamphlets on smoking to be included with the next report card - Motion (4) Caroline moved, Kathy seconded, be it resolved, that in order to comply with Sunrise School Division and Provincial Legislation, the Smoke Free Policy will be implemented and continuously monitored effective January 5, 2009. We will be evaluating its progress in our upcoming meetings through the year. All in favor, carried. – Pat will notify the Principal’s of the Elementary and Middle School – SCI PAC will notify the Elementary and Middle School PACs and there will be a notification for the Parents/Guardians and students at large on the Website.
Parent Communication: regarding making adjustments to the PAC meeting format – decided to leave as is, no changes.
AFM Presentation: Shelley Senkow to be invited to SCI – both SCI Staff and Shelley are interested – Pat is in the process of communicating with Shelley regarding information to be presented and presentation dates – this is ongoing – Pat will keep the PAC informed.
Bullying Presentation: Mike’s presentation on bullying is scheduled for Wednesday, December 10th at 9am with the Grade 9 class – Robyn Bronk will also participate – there will be no teachers present – Mike will have a report at the next PAC meeting.
9. Open Forum: Pearl commented on how touching and beautiful the Remembrance Day Service was and Gary also it was moving and well done and the behavior of the student body was to be commended – Caroline thanked Superintendent Wayne Leckie for attending.

Elections
Doraine Wachniak attended the meeting to run the elections. After some discussion Doraine
advised that no elections were necessary as all Executive of the PAC were placed by acclamation.
1. Call to Order: The meeting was called to order by Chair Gary Walker at 19:10.

2. Approval of Agenda: Motion (1) Kathy moved, Nikki seconded with amendment to the
Agenda item #10. All in favor, carried.

3. Approval of Minutes: Motion (2) Kathy moved, Mike seconded adoption of the minutes
for October 6, 2008. All in favor, carried.

4. Student Council Report:
Mike and Kristi will attend the PAC meetings - Student Council meets twice a month after
school to discuss topics such as Social Events, Fundraising etc. - Mr. Jacobs is the teacher
involved – Student Council has several enthusiastic students from all grades – lots of
students dressed for Halloween – 85 students went to the last dance – doing a magazine
fundraiser – receive some funding from the School Division – Student Council is aware that
there is an active PAC – hockey fans are numerous, good for school spirit.

5. Principal’s Report: Report Cards going home on November 5th – Parent Teacher
Interviews scheduled for November 10th and 12th – the SCI Staff have struggled with
communication with parents/guardians for years – there are improvements to the synervoice,
however overuse may have negative results – still working on a mass email – 4 times a year
there is a Newsletter sent home with Report Cards - all sports teams are off to a good start
– JV Boys and Girls Volleyball Teams are in the playoffs – the Hockey Team is playing in
Division B – SCI Website has the most up to date information and Staff are working hard to
see that is remains current – November 5th is ‘Take your kid to work Day’ – Remembrance
Day Service at SCI is on November 10th at 11am – Kathy thanked Pat for updating the PAC
link on the SCI website.

6. Treasurer’s Report: Balance as of October 31st is $613.81 – Nikki suggested utilizing the
Sabres Credit Union for the SCI PAC bank account – she will look into transferring the
funds – need the 2nd signature person updated/changed - re letter for $125.00 – financial
statement – Motion (3) Nikki moved, Dianne Walker seconded to accept the Treasurer’s
Report. All in favor, carried.

7. Correspondence: SWARPC is looking for funding ($50,000) from the Springfield
Municipality for a consultant – the committee will present to Council in the Council
Chambers on November 5th – SWARPC is asking for Community support.

8. Business arising from the Minutes:
Budget Submissions: Sunrise School Division Public Budget Meeting is November 13th
– Student Council and Parent Advisory Council are encouraged to make a submission
- Pat, Caroline and Kathy will do a walk-about in the School and put together a list for
submission.
Parent communication of meetings: need to get Parents talking to each other - PAC meeting
topics/agenda has been posted and advertised in places other than the Website – changes to
the format of the meetings might attract more parents.
Smoking Policy Adhoc: Pat spoke with Warren Morfoot, Community Constable as well as
Municipal Planners and the Elementary School Principal regarding the elimination of the
smoking area on the SCI grounds – advised students that change is coming – a Committee
was formed to plan further - Committee members, Diane Walker, Pearl Gauthier, Caroline
Smith, Melanie Black, Jani Roznik, Mike Lawson, Kristi Lawson and Donna Lawson
- they will meet and bring a progress report to the next meeting - Motion (4) Kathy moved,
Caroline seconded to approve the adhoc committee. All in favor, carried.
Drug Awareness and Education-AFM: Pat spoke to Ryan Neufeld, Social Worker for SCI
- Staff is always concerned with students and drug use and are very involved with those at
risk - three steps are taken with students who are caught under the influence:
1st time – suspension and counseling
2nd time – meeting with a Divisional Review Team
3rd time – educational opportunities could be taken
- November 24th at 6:30pm – AFM presenter Shelley Semko will be speaking at SMS.
- Caroline has given Pat an AFM pamphlet that lists the many different presentation formats
available to SCI – she is very busy but available in January 09, Mike Lawson added that
this would be of great benefit to the students.
- suggestion to form a Drug Awareness Committee – Motion (5) Shelley moved, Caroline
seconded to combine the Smoking and Drug Awareness Committee. All in favor, carried.
Bullying: Mike and Pat are working on a project with Grade 9 students regarding Bullying
– will run some sessions to talk to Grade 9 students – Mike went to a Conference regarding
student voice with speaker Daryl Scott, father of a victim of Columbine.

9. New Business: Suggestion by Roxanne to put a time limit of 9pm for meetings.
- Kathy asked what supports were in place for students during loss due to death
- Pat informed everyone – 1) family connecting 2) crisis team 3) Student Council support
(i.e. cards, conversations)

as well as the Sunrise School Division to ban smoking on School Division Property and to
promote a smoke free environment for students, staff and visitors. All in favor, carried.

Administration Report

Assistant Principal, Mrs. Monica Biggar, will be on half-time leave from SCI from October 6 to
January 30, 2009 and will be temporarily replaced by Ms Marie-Josee Morneau.
Public Health Nurse, Tracy Ward, will be available ½ day per week at SCI to support Staff in

The Oak Bank Credit Union and SCI have joined forces to establish a student lead credit union.
The Sabres Youth Credit Unions grand opening is scheduled for October 8th. The Youth Credit
Union is managed, operated and governed by the students using the organizational structure
employed by credit unions across Canada.
Leslie McKetchen was present to report on the Grade11 & 12 Phys Ed Program – she
distributed a handout and touched on the course content – there are 3 staff members involved in
the program – in the early stages of the program there was a lot of paperwork for the students to
complete, which left them frustrated, but according to Leslie they now seem to be more
accepting of the program – there is some concern with regard to the amount and type of
equipment available – Karen Carey (trustee) advised that funding will become available soon
for more equipment.

Curtis Boughton, Co-Chair of the Springfield Wellness and Recreation Planning Committee, was expected to do a presentation but unfortunately was unable to attend.

Administration Report

The staff has been given guidelines from the Manitoba Government with regard to the
Grade 11 and 12 Phys Ed Program – they are now in the process of planning for the
implementation of this program - staff has to cover 20 classes of curriculum in the
classroom (Health and fitness planning outcomes). The school has chosen a 50% in school,
50% out of school delivery model – 80% of the physical activity is required to be a
moderate to intense level, depending on the individual with 20% being mild to moderate.
Information meeting for the Grade 11 and 12 Phys Ed Program: Option 1 - meeting for all in June and the staff will meet with parents on an individual bases as needed throughout the semesters Option 2 - a meeting in September and then one in February to inform parents at the beginning of the semester.

Correspondence

Nikki received an email from Donna Pronishen (SMS Parent) regarding feedback from the
Municipality of Springfield for the construction of a sidewalk on Willow Avenue
west of Main Street (see minutes from April 8, 2008). The sidewalk is in the works and
scheduled for completion in 2009, possibly 2008.

Open Forum

Jack Boughen, President of the SPPA (Springfield Parents for Performing Arts), spoke
briefly about the SPPA – this year they have supported Band/Parent groups on a trip to
Ottawa – in 2007 they were instrumental in obtaining a grant from Air Canada.

April 16, 2008 – Mid Term Reports will be sent home.

April 15, 2008 – Talent Show and Coffee House Event has been planned with the proceeds going to the Schmidt family who lost their home in a recent house fire. The Coffee House will take place in the evening with Ace Burpee as MC – entertainment will be provided by SCI Students – tea, coffee and deserts will be served – coffee and condiments donated by MAC’s store – there will also be a silent auction.

New grading guidelines, introduced by the Provincial Government, will be implemented in the future. The Government is focusing on meeting with School Divisions to refine teaching techniques that will base grades in outcome enhancing progress reports. The reports will be more descriptive.

Open Forum

Coaches for SCI Athletic Teams – some are in place for 2008 – there are concerns regarding the strategies used to attract potential coaches – a notice will be put on the SCI Website re same.

The Varsity Boys Basketball Team was entered in the Vincent Massey Boys Basketball Tournament in Brandon in February but did not attend – Gina questioned why this money could not be refunded to individual players - the host Team did not refund the money – Pat and Gina will meet with Paul Fust, Phys Ed Teacher, to discuss this further.

Further discussion on the Grade 11 & 12 Phys Ed Program – Administration planning for additional meeting dates.

Parent concerns regarding transportation for Grade 11 students to Phys Ed activities – the Teacher in charge should be providing one weeks notice for field trips/excursions – students driving students is also a concern – Teachers should be communicating all info to parents (when, where, who’s driving who etc.) – Pat informed parents that there is not sufficient funding in place to use SCI busses to transport students to Phys Ed Activities during the day.

The Springfield Middle School Advisory Council for School Leadership (SMS ACSL), on behalf of the Springfield Middle School, Springfield Collegiate Institute and Oakbank Elementary School parent councils, students, parents and staff, would like to present some concerns and recommendations that have been brought to our attention.
The focus of our concern is primarily the safety of children walking to and from school on Willow Avenue in Oakbank. Some of the issues which make Willow Avenue a safety concern are the following:
- Willow Avenue is a high traffic route at all times, especially immediately before and after school hours. During these time periods, the road is congested with vehicles of parents driving children to and from school as well as school staff. Children from all three schools are walking or cycling in different directions on both sides of the road and often in the middle of the road. In addition, there are also others using the road related to the daycare, postal service, hotel, walking animals, or going about their daily business. Willow Avenue is a collector road second, we believe, only to Main Street (PTH #206).
- The narrowness and steepness of the ditches on both sides of the road in combination with no shoulder area on either side make it unsafe for traffic to pass as well as creating an unsafe environment for pedestrians and cyclists.
-The lack of shoulders on the road results in vehicles from local residences, the hotel, construction, postal workers etc. parked on the road adding to this unsafe environment.
- The road is primarily icy in winter with limited sanding except at the intersection onto Main Street and this is inconsistent. Drivers experience difficulty controlling their vehicles on this narrow road increasing the risk of collisions with other vehicles and pedestrians.
- The snow plowing technique creates an impression that the road is wider than it actually is or that there is a shoulder. This results in vehicles getting stuck in the ditch as they try to pull off the road to avoid other vehicles or pedestrians.
- High speeds observed frequently add to the danger of the situation. This often results in drivers “running” any of the two stop signs at the corner of Juniper and Willow and the corner of Maple and Willow as well as sliding through stop signs in winter.
-RCMP and /or local law enforcement is rarely on the scene to monitor traffic speed or pedestrian/cyclist safety.

Some recommendations for the above concerns include:

- a safe location for a sidewalk and/or cyclist path along Willow Avenue
- consistent sanding on Willow Avenue at all intersections not just Willow and Main.
- a new entrance for the Springfield Middle school (this may reduce vehicular traffic but will not affect pedestrian or cyclist traffic)
- completing a traffic circulation study to assess the flow of pedestrian, cyclist and vehicular traffic in Oakbank to provide information for town planning initiatives

Oakbank is advertised as a “Heart Healthy Community”. Therefore, it would be in the best interest of the community to make it safe for those people walking and cycling in as many areas as possible. Encouraging healthy activity by providing additional sidewalks and bike paths will not only achieve this but make it safer for our children traveling to and from school.
With increased housing development within Oakbank and development of the school grounds, the traffic on feeder streets such as Willow Avenue will only increase. Looking forward and providing safe passage will improve community access.

As parent council representatives for the students, parents and staff of the three schools in Oakbank, our primary concern is for the safety of the students. However, the above concerns affect many of the citizens of the community of Oakbank as well. In providing for our children we are also improving the situation for many others. Thank you for your attention and your interest in our concerns.

SCI PAC Chairperson, Nikki Bertrand, along with other concerned parents from Oak Bank Elementary and SMS will attend a meeting with the Springfield Municipal Council regarding the proposal by SMS PAC. Meeting date is April 9th at 2pm.

Sunrise School Division Superintendent Interviews were scheduled for this past week – members from all PAC within the School Division were invited to participate – no representation from SCI PAC due to short notice.

There will be a Divisional PAC meeting on April 29, 2008 from 7 – 9pm.

Athletics
Lots of team successes in the first Semester – Nick Joyal and his team of curlers are off to Morris, MB to participate in the Provincial Boys Curling Bonspiel - The Sabres Hockey Team will take on College Louis Riel in the True North Division Final at the MTS Center.

Public Health Nurse/Sunrise School Division Agreement
Details are still being worked out but soon there will be a Public Health Nurse available within the school for educational purposes and to assist teachers in the classroom as well as individual consultation with parent consent.

Grade 11 and 12 compulsory Physical Education
Each school is developing a plan for their Grade 11 & 12 Phys Ed Program – one full time and one half time Phys Ed teacher is needed and 14 to 15 additional sections on timetable for the new program – the course will be split 50/50 (theory/activity) – parents/guardians to be responsible for signing off on activity logs – there is a list of recommended activities set by the Provincial Government - Interview process for hiring will be starting next week – the success of the program is to prepare students for physical activity after graduating – to get connected with outside programs and continue physical activity.

All Gr. 9s will be attending Take Our Kid to Work Day tomorrow (Nov. 7^th). Teachers, esp. Randy Cielen, assisted all 196 students in finding a work placement!
Teacher planning meetings regarding students at risk Gr. 9-12 will be held Nov 7^th. While Gr. 9s are away.
JV boys and girls volleyball teams are playing in the semi-final match this evening.
Hockey program underway – a learning process for all of us!
42 Band students are planning a performance trip to Ottawa in spring with B. LeClair.
Some newer clubs: Guitar club, photography club, journalism club, debate club – guitar and photography clubs are initiatives of our talent development teachers C. Walker and S. Suffield.
We were very proud of several of our students who performed for all divisional staff as part of an “Imagine a School” presentation on Oct. 22^nd.

Follow-up to previous discussions:

Computers and computer labs are up and running, still some issues with software.

Attendance letters were sent out to all parents prior to Synrevoice system being up and running again.
A school team is attending a Phys. Ed/Health Ed Gr. 11 and 12 two day workshop with Manitoba Education Nov 21-22. We are hoping to get some concrete suggestions and support on how to implement the new credits that will be required.

New parking lot lighting has been installed, along with fencing and electrical hook-up.
A new bank of lockers has been added and Phase 3 of T-bar ceiling has been completed.
The top half of the gym was painted and the outside of the building.
The overall feel in the school is positive and cleanliness from students is happening.
Grade 9’s were well received, are feeling comfortable and the Grade 12’s are helping.
There is no Synervoice and is not known when it will be available.
On November 21 and 22, Pat Ilchena, Paul Fust and L. McKetchen will attend a meeting with other schools and Manitoba Education regarding the Phys Ed. Program.
30 Credits will now be required for Graduation with no additions to staffing.
Enrollment at 711 students.

Open Forum

Concern that students are restricted with regards to the optional courses available.
Louis Riel Arts and Tech Center – reports of it being a good program.
Computers were down for the first 3 weeks of school due to a problem with Networking configuration – this was a huge issue for all users (students, staff and Administration). There were concerns regarding the lack of communication between Divisional Office and Parents. The Computers are now up and running – on the agenda for November PAC Meeting.
There wasn’t a Senior Boys Volleyball Team because there was no coach – suggested that communication was needed within the Parent community in order to recruit coaches and perhaps a screening process needs to be in place – also suggested that a School Volunteer Involvement form could go out with registration in June.

Gladys reported that in July of 2006 the School Board set aside $200,000.00 for school grounds in the Division, which would include Springfield Recreation, 6 Schools and 3 Colonies.

SCI Student Council President, Cody Hudson was in attendance to present a Student Council Campaign to PAC. The campaign involves a collaboration of schools (SCI, SMS and Oak Bank Elementary) and Community for a Spring Carnival to fundraise for a digital sign. The proposal was well accepted by all present.

Agenda Topics

- Grade 8 Orientation night – Pat suggested Nikki be present at the Orientation and that he would introduce her as the SCI PAC chair person to let new parents know that there is a PAC active in the school.

- School Planning – May 18^th – the plan, with staff involvement, is to invite parents from different areas of school to be involved in the planning process. Discussed the possibility of using Synervoice to invite parents for the school planning day (as a tool to increase access to all parents).

- Outdoor Lighting – Pat is working with John, the Maintenance Supervisor, and plans are in the works. Roxanne spoke with Chris from C & C Electric and obtained some ball park figures regarding the lighting:

Parking Lot - two 1000-watt metal halide fixtures - $300 - $400 per fixture plus installation.

Entrance Lane – two 150-watt metal halide fixtures - $200 - $300 per fixture plus installation.

- Code of Conduct is supposed to be reviewed annually but hasn’t been completed.

- Volunteer needed for Shaloam Mission. Mr. Kitching will still organize but needs a Parent Volunteer.

- Mr. Osler had some grant forms for the “Field of Vision” that needed a PAC member signature. Nikki signed the forms.

Chris had a positive report regarding the Preliminary Staffing Budget for 2007-08. One point in particular is increased funds for staffing because of the Level 2 and 3 students expected for 2007-08.
There is a staff communication team working on Website daily info. As well there will be additional Website training for staff.

Agenda Topics

Chris informed the group about the procedures in place regarding forms and notices for parents/guardians for sporting events (league and tournament) and field trips (day and extended). He will speak to Phys. Ed Coaches and staff regarding the procedures.

Roxanne expressed concerns that not all student marks were being posted on the Internet. Chris advised that the teachers will receive training in this area and then perhaps more marks would be accessible via the Internet.

As per Chris, Mr. Ilchena advised the Division Maintenance Supervisor that outdoor lighting would be a topic on the Agenda at the PAC meeting. Roxanne spoke with Andy Robak (Caretaker – Springfield Arena) regarding the outdoor lighting there and he in turn referred her to C & C Electric for prices on the work done at the Arena. No additional info at meeting time.

Status on Code of Conduct – Nikki will speak to Pat to find out more info on this issue.

WOW – Nikki received emailed info from Mr. Jacobs. Part of the email is as follows:
“We are a group of teachers that for the past two and a half years have been working towards improving the layout, organization and overall appearance of the school. Our mandate is to dream practically. We consider only the improvements that we as staff members and students could have control over. Although large capital expenditures such as improved hallway lighting, painting and new lockers have been part of our wishes, they are outside of our group’s mandate.”
Little Black Book” – received correspondence from Heather Stevenson, opposition for the NDP Party. According to Gladys the School Division will be discussing the book once it is delivered. SCI PAC is not in favor of the book being distributed to students and the Administration is aware of their concerns.

Open Forum

Nikki had info from Diane Duma regarding the Phys. Ed. Guest Speaker, Dr. Dean Kriellaars. Dianne will be contacting Dr. Kriellaars to arrange a time for him to speak at SCI. Excess funds from the amalgamation, that have been passed on to the SCI PAC, will be used to pay for this speaker. Other neighboring school PACs will be notified and invited to attend. Motion moved by Roxanne to sponsor this event / Nikki 2nd.

Larger population this year, more desks were ordered. Concerns about safety
or class size were raised. Administration would like parents to speak to
teacher first and then if needed to administration.
c) Availability of graphic calculators for students:
Cost of these calculators ranges $130-150. Requirement for applied math
class. Teachers may have 5-10 that are available for student to sign out if
needed. NOTE for parents/students who have calculators that they do not
need anymore and may want to sell as second hand. Please call one of the

two teachers who teach the applied math.
(d) Little Black Book:
Questions about process of book development and parental access were
answered by D. Wachniak.
Draft presented for perusal.
At present, if books arrive at schools - not to be distributed; memo from
Superintendent.
5. Old Business
(a) Physical Education Guest: Dr. Dean Krehler would be available to present
on physical activity and increased fitness. Has done research at U of M.
D. Duma will contact local pacs to see if there would be interest in
participating for an evening presentation.
Additional comments:
SCI has made arrangements with local fitness facility in Oak Bank to support
students taking training time there as credit toward phys ed.
(b) Status of code of conduct:
Was started last year with involvement of two parents, student council
president and principal. Did not complete it. Will need to ask student
council for a participant for this year. Put on hold for now.

• Lighting in parking lot- question about concerns from neighbours about lights and if they may create a problem for their backyard privacy. May pursue this as lack of good lighting in parking lot is still a big concern.
• Suggestion to have concern protocol sent to parents.
• Suggestion to have options for fundraising available to parents so that parents could send a cheque donation instead of being involved in actual fundraising.

Discussions focused on changes to the physical site, synervoice(some parents have not received their messages they were directed to call the office and speak with Diane Van Damme), computer upgrades and use.

School Plan:

There was a sharing of information about what the School Plan is and how parents are involved in the event. Parents, students and staff participate annually to discuss their priorities for the school. Mr. Ilchena mentioned that the school staff would be looking at the details of the school plan during the professional development day scheduled for Sept. 22, 2006. School Plans are submitted to the Division. Details about the 2006-07 SCI School Plan can be made available at the next meeting.

Student Registration/Course Selection:

There was a sharing of information with parents about concerns raised on the council last fall (05) regarding the large number of students(over 550) requesting course changes. Mr. Ilchena reported that this year that number was down by about 100. A number of strategies were implemented last spring, summer and fall to address the issue. The unofficial student number as of this date is 715 and Mr. Ilchena shared with the parents a number of factors which play into the scheduling challenge. One parent expressed an interest in knowing why her child would be scheduled for a course that they had not requested. There was no definitive answer to that question.

Walk-a-thon:

There was a discussion which focused on the purpose, notification and the need for the school to follow the divisional policy on field trips by acquiring parental consent around this type of event. Concerns were generally focused on the lack of notification. Mr. Ilchena agreed that the school did not adequately notify parents and that he would need to examine this event further to address the future of the walk-a-thon at SCI.

MOTION:

Parents expect that there be reasonable notice given about the Walk-a-thon, this notice should include all pertinent information such as the purpose, time, and intended use of the funds raised. It should also follow the Division’s policy as it relates to parental consent for field trips.

Additional comments about the event included:

Event was to help build relationships across grade levels and between staff and students. One comment suggested that the purpose of the event was a good one but was there ways that this could be accomplished other than the walk-a-thon.
This event was started 33 years ago with a population of 200 and some odd students maybe it is time to consider modification to such an event now that the school population is over 700.

Parent Council Representation:

The council requires someone to step in to take lead of agendas and chairing of meetings. With many new faces there was a hope that someone would come forward to take these responsibilities. Council meetings were set for the following dates;

October 19^th, November 16^th, January 18^th, February 15^th, March 15^th, April 19^th, May 17^th(General Elections) (December and June are months that there is not usually a parent council meeting.)

Diane Duma will fill out a school usage form.

Evening started with “ Field of Visions” power point presentation by SCI Students.

- concept initiated by students in the Visions and Ventures course

- goal to have an 8 lane track with field suitable for soccer, rugby, football, running etc.,

- also to have bleachers for seating of 90-100

- existing field has not been used in many years, is overgrown, and subject to flooding

- group plans to involve SMS and SCI and the RM

- groups has done presentations and is creating public awareness

- fundraising dinner planned for May 6 in Beausejour

- will be applying for grants , must finalize business plan

- hope to start construction in fall of 2007

Students provided brochure information and welcomed parent representation on committee. Contact may be made through the group or Mr. Osler

- Activities: Battle of the Bands great success ( 5 bands at noon, judged by teachers and

- Council received a letter from parent in community asking for support in raising school

supplies for Afghan students ( this parent’s son is in army and will be able to bring them to

Afghan). Student council will initiate this project.

ACSL letter of Jan. 9/06. K. Carey ( trustee) provided additional information. Council was

concerned about the amount of effort needed to acquire information and is undecided as to

whether or not to pursue this more.

(ii) Survey update/school plan: D. Duma and D. Wachniak met with M. Biggar and S. Low on

March 20 to review survey. 3 surveys; one for students, one for parents and one for teachers.

Participated in tour of vocational programs at schools in Winkler- Morden and area.

Created ideas for discussion as their programs have been in existence for some time.

Some concerns around transportation when accessing out of division schools. Vocational team

will continue to address educational options for SSD.

A) Review of PAC recommended changes to Division “Public Concern Protocol” The DRAFT changes proposed by the council were presented and reviewed. Documents will be forwarded to the Sunrise School Division on Monday, February 27^th, 2006.

B) Review Parent Survey process - copies of 1990 survey and the most recent survey were handed out. Our focus will be on the SCI School Plan. General discussion - survey will be involve - Students Staff and Parents. Questions will be presented and survey will be developed based on the four most common areas of interest. Each group will be given a survey (ie)students, staff and parents developed for their group. Survey will be given to Students in S1 & S4, all staff and mailed to parents of students in S1 & S4. Survey will also be available on line on the SCI website.

Gladys will work on the survey.

Time Line: -March 23 questions to be given to Gladys

-April 3 surveys will be distributed,

-April 17 surveys to be returned,

-April 27^th survey results discussed at SCI - PAC meeting. -May 19^th Survey results will be presented at the SCI

July 4 - call-in day to arrange an appointment with the councillor, July 5 - 7 - appointment days.

August 23 - 25 - call-in to arrange an appointment with the councillor and August 30 - September 1 - appointment days.

Staff will work with students to ensure course selection in made on time and complete.

- Discussion on do we have evidence based information- numbers of

unresolved vs resolved conflicts over courses as a comparison from year to

year , thus for future being able to show the results of the effectiveness of

added supports/costs.

Further discussion about why students choose to change courses.

- Communication costs: what is tied to budget that relates to parents ( mailouts,

postage, signage?). Additional support is website and synervoice.

- Parking Lot: increased lighting for general safety

- Bathroom floors, Exterior paint on front doors ( entryway).

Action: Doraine will type up budget suggestions for submission due tomorrow.

d) Meeting of February 16 at Board office. Will meet on Jan. 26 to review
