Join other parents and Community Members and meet with the Administrative Staff at SCI in a relaxed environment. The meetings are held monthly in the SCI Library. All are welcome. If you have a topic of interest or would just like to meet and share ideas in a comfortable atmosphere, please come out. This is a great opportunity to learn about your child's school. Special Meeting Minutes for Monday, June 20, 2005

  1. Code of Conduct (i) Division’s draft code of conduct provided (ii) SCI draft provided

(iii) Response to Threats (divisional code) provided-

  • Discussion of the divisional draft code of conduct: Purpose of the document is for all stakeholders to be involved in its creation not just the editing. Items Pac felt were missing from document- inappropriate responses to inappropriate behaviour (conduct for staff), dress code on property, code regarding displays of physical intimacy (students).

PAC raised these immediate ideas but need time to consider document in length.

  • Comparative documents – Pembina Trails “Creating a Safe and Caring Schools Community” (distributed) and Education Manitoba May2005 newsletter were looked at.

Motion: to write letter to Sunrise Schoolboard re the inadequacy of process of parent and student involvement in the’ divisional code of Conduct” and the” response to threats” documents. Will also let them know that we will be asking the Minister of Education to clarify the role of parents in developing these documents.

  • Discussion about process of the Review and follow up. Impact on school populations and access to programs. Comment that at SCI - electronics course is held during e band ( 40 minutes) – not much can be accomplished.

Information gathered:

  • Arms Length organization community board- formed in 1993 Volunteers of Community
  • Schoolboard member invited to sit on board
  • Board submits resport to schoolboard
  • Split of school division meant the split of TSEF fund and operating budget of which 1/3 was sent to Sunrise
  • Sunrise has created a Board of which the directors are 100% School board and Administration- no longer arms length. FACT sheet states established in 2001.
  • Foundation mission- to form partnerships with School Parent Councils. SCI ACSL has had no contact initiated from TSEF or New Sunrise Fund.

Discussion: Charitable Organizations Act must be followed.

Motion: due to lack of response from Sunrise Schoolboard, a Freedom of Information request will be submitted to follow up on paper trail of fund.

  1. Fundraiser 2005: A Big Thank you to S.C.O.T.T.S Boat Safe for their $580.00 donation!!

7. Updates:

  • MERN ( Manitoba Education Research Network) one day Forum held on May 20 at the University of Winnipeg. Attended by D. Duma, G. Hayward Williams, K. Carey. We tried to cover many of the workshops and bring back shared knowledge. Many workshops done by Sunrise. Some would be interesting for PACs to see. Middle years and Literacy presentations were very well done. ( Middle years students, early years literacy, technology, board governance policy model…)

Concerns about one slide of the powerpoint presentation keynote address made by Sunrise Superintendent.

Concerns about board governance model by Schoolboard- where was the local public collaboration first?

PAC members may if they wish respond to these concerns individually.

  • SCI alternative health program: very good communication with school. Looking forward to a S2 course next year. Propose to develop a brochure. New teacher will be teaching the program next year. Try to get parents more involved.
  • SCI Communication strategy: to continue

8. Other: A big thank you to Doraine and Gladys for their tireless commitment, follow through on issues, and creating a very inclusive environment!!

4. Old Business

A) Communication Strategy Part II

Discussion about ideas from the document handed out at last month’s

meeting. Can information be distributed for a two month period? How do we

allow for changes or additions to the information? Need a good process for

collecting the information ( consistent person) and ensure all staff provide

adequate notification of any changes. Reminder that information may be

subject to change/ phone school or check website for changes. Also make

use of the Clipper for SCI news. Reminded that there will be a mailout for

August 15.

B) Bulllying Survey : Survey has been done for two years, should it be continued?

PAC would like to see it continued as a reference for comparison. Has the survey identified any need for interventions? How do school policies of the feeder schools affect entry of students into SCI?

C) Principal Report:

· Phys Ed/ Health SI and SII- will be looking at a combined health and phys ed mark.

· Also busy with registrations and doing time tabling for next year- courses with low enrollment will be cut.

· Building maintenance- plans for painting the gym, painting door frames, parking lot repairs and possible expansion. No specific maintenance budget- based on school need and requests put in annually.

· Network wiring, still committed for each classroom.

· Re staffing: projecting an increase of 1full time equivalent teacher, no increases in support staff

· Department Heads have been replaced with the name Team Leaders. The school is looking at way s to free them up from classroom in order to support their role and extra activities.

· Two teachers leaving at present: Mr. R. Mantie and Ms. C. Schoofs. New teacher L. Mc Ketchen starting in fall.

· Educ. Assist. Support 03/04 11.5 positions

04/05 7.17 positions

Two Educ. Assist. in the Tech Ed program.

D) Transcona Springfield Education Foundation: (TSEF) Gladys has been

tracking where the fund is at present : where is the money? How has the fund changed since amalgamation ? Information has been difficult to acquire – inquiries have been sent to Sunrise Admin. with no response to date. Gladys has council support to continue to pursue. Minutes of Sunrise School board meeting of Jan. 20/2005 provided. ( Motion # 04/05/01/20-0289: Be it resolved that the Board accept the funds from Transcona Springfield Education Foundation Inc. and approve the letter of Agreement motioned by Trustees Friesen and Nikodem). Gladys also provided a copy of the TSEF information from the River East Transcona School Division Website, including mission and purpose of the Fund – March 24, 2005).

E) Parent Forum Update: Draft letter to Sunrise PACS reviewed.

Motion to have SCI ACSL send letter to Trustee Borkowski inquiring as to why she voted against providing the SCI PAC with a location and refreshments for their April 30 forum.( School board minutes April 7, 2005 Motion # 04/05-04/07-0427).

Action: Gladys and Doraine will complete letter.

F) MAPC Update: Gladys attended the MAPC AGM and Conference. Speaker

Jodee Blanco, Topic Bullying , was well received.

An additional motion on nutrition in schools ( from St. Norbert) was passed.

G) School Cleanliness Tour: M. McGurran-Scott and D. Duma completed tour

and written report provided. Copy of report of May 16 was given to P. Ilchena but

tabled for discussion at next PAC giving time for it to be reviewed by Administration.

Motion to write letter to Sunrise Schoolboard requesting the immediate

removal of grafitti from exterior walls of SCI.

Gladys provided tabulation of information re: comparison of numbers of

cleaning staff in relation to school size , age of school , lot size and student

A) PLACES -Parents Local Advisory Committee for Exceptional Students

Minutes of April 21, 2005 inaugural meeting provided. Attended by K. Carey

and D. Duma. Next meeting scheduled for May 30. Parents with questions,

ideas, concerns bring to Duma or Carey to bring forward. Will inquire about

posting minutes on SCI ACSL website.

· Presently advertising for a Director to oversee programming and administration

· Will also be advertising for an Administrative Assistant

· 3 tiered facility involving commercial rental, public safety/emergency medical services

( phase I), The “Basement” Youth centre/ safe & supervised/no pressure to join/ ages 11-16 year olds ( phase II), Top floor cathedral space as community hall ( phase III)

· R.M of Springfield has donated $100,000 toward initiative

· Province committed $26,000 through community places grant

· Decisions about the running of programs etc will always err on the side of caution, safety will be the number one priority

· Will require three adults (trained volunteers) on supervision during hours of operation to the public ( weekends and evenings), possibly lunch hours

· 2 Reps from the school to serve on planning committee

· Steering committee with students collecting info regularly is in place right now with the help of Ken McCorkle and Janet Bergsgaard ( SCI guidance dept.) and Paul (SMS guidance dept.)

· Will develop a board representative of the community stakeholders once the Director is hired.

Shawn was thanked for the presentation and is open and available for questions if any one needs more info in the future.

More refined goals and action plans will be ready to be presented to the SCI PAC in September. This will also assist with preparing for the submission in November for the dept. of Education.

b) Sunrise Parent Forum Update: mailouts have been done and sent out to PACs in Sunrise

c) Budget wish list: acquire full wiring for computers throughout school, drainage ditch improvements and increase parking lot spaces, bathroom stalls, main hallways

e) Safe Boating Course: 19 enrolled for first class on April 19

a) Invited guest for April meeting is Shawn Brooke. He will be discussing
community youth centre to be located in church beside SCI. ( ½ hour)

Letter of invitation ( on file) was sent to Dawn Birch re attending parent
council to talk about the Manitoba Student Leadership Conference to take
place at SCI in the fall. Tentative date April or May meeting (as yet
unconfirmed).

b) Parent Forum update: Letter of interest re SCI PAC sponsored forum sent
to 13 schools (PACS) in Sunrise ( March 6 ). Parent council members will follow-up with phone calls to PACS.

Copy of updated list of Parent councils in Sunrise was received. (on file)

c) Fundraising: Request from parent council to have an overview of the year’s fundraising activities in SCI. Who , Why, Purpose, Amt collected, Process for decisions approving fundraising. Some discussion about student council fundraising and where their monies are deposited and who signs cheques. Some areas of school fundraising include Band, Field Trips, Graduation, Canteen and Student council activities. Question also about who would claim charitable status.

Principal Report : P. Ilchena provided Division’s Draft Vision Document for review and feedback . Requesting feedback to him by March 18. Will be gathered and passed on to Superintendent.
